The promenade deck is a deck found on several types of passenger ships and riverboats. It usually extends from bow to stern, on both sides, and includes areas open to the outside, resulting in a continuous outside walkway suitable for promenading, (i.e., walking) thus the name. [from wikipedia]

The Promenade Deck was open to the Alaska elements and chilly. Nobody was walking or jogging on the deck, but two people were bundled up and seated.

Modern lifeboats were stored overhead. A few of these same life boats became shuttles to shore when no dock was available.

Each cabin had a life jacket for each booked passenger. On the Promenade Deck, lockers were filled with extra life jackets, so there could be no shortage.
